What Causes Puffy Eyelids Along With Watering In Eyes?

I wake up in the morning 1-2 times per week with puffy eyelids which then water throughout the day. I have seen an eye doctor who thought perhaps I have dry eyes and gave me moisturizing eye drops. Now I am seeing an allergist who tested me for common environment/pets/molds, etc. which I did test positive for mites, dogs, ragweed. I have wrapped our mattress and box spring and pillows in recommended allergy materials, am using moisturizing eye drops throughout the day and one drop of an antihistimine drop before bed and using Flonase 2 sprays around 5pm but I am still having the problem. I was tested for basic food allergens and this was negative. I am wondering if I should be tested for other food allergies or what the heck the problem is.
