What Causes Pulsating Sensation On Lower Lips?

Sorry, what causes the lower lip to pulsate for any length of time? I am 62 years old 5'6" 194 lbs, just lost 31 pounds and still dieting. I was working with bulging discs in the c 4 & 5 and using my arms and neck while working continuously until I had this horrible burning in that area. Then my lower lip starting pulsating. Does that mean anything?
