What Causes Purple Discoloration On The Feet While Suffering From COPD And Emphysema?

My brother is on hospice he has copd and emphysema.He did weigh 216 now he is 140 and 6 ft 2.Bp is 90/48.He is eating lunch and dinner (just tv dinners)His feet turn purple when he gets up to go to bathroom.He is very fragile.I don t know how much more his heart can take .His heart had been skipping beats.
