What Causes Purple Discoloration On The Hands And Shortness Of Breath?

My 19 year old son has VERY cold hands most of the time. This does not occur just when he s been outside. His hands are so red they look purple. He also has shared he feels,short of breath on occasion. He does not smoke and has a seizure disorder YYYY@YYYY
