What Causes Purple Rashes On The Legs?

Hey doc I’ve had a couple of issues one is when I use meth no matter how much I move around my knees goes purple and my upper legs and right foot get purple bloctches and my feet stay cold and I’m 28 work a physical job 6 days a week and I’m a non smoker but even after a few hits of meth on the occasion I’ve noticed it happens straight away and if I sit down and rest for a few minutes my heart rate stays at about 78 but as soon as I stand and walk around my heart pounds and goes up to 130-140, I was wondering would this be a heart issue? Thanks
