What Causes Rashes All Around The Base Of Neck And Forearms?

I have been experiencing a rash on the base of my neck all round the base of my neck, also on my forearms right were they ben, and some on my upper stomache. it started this summer and went away but keeps coming back and hasn t gone away. what do you think?

Such symptoms are usually seen in fungal infection.
You can try an antifungal cream like clotrimazole.
