What Causes Rashes On Legs?

I have developed a rash that looks like small red bite marks on my legs, and It gets a white head on it. I had this last November, and it took forever to heal. I couldn t figure out where it came from. Now I have it developing again, and am using calamine lotion. Could this be from using a disposable razor that I probably should have thrown out weeks ago.
