What Causes Recurrent Rashes In The Lower Extremities?

I have had a re occurring rash/ discoloration on my lower extremities. same area, on and off, now when it comes up I have itching before I see the Redness . Very tender in that area, same location, but now looking inflamed and spreading. Cortisone cream helps with the itching but not the rash???

It can be allergic eruption.
You can take antihistamines like Pheneramine for symptomatic relief.If rashes persist, you can see a dermatologist and get evaluated.
