What Causes Recurring Of Hydroceles In Children?

My son is 11 years old and has had surgery when he was 2 for a hydrocele and has been having trouble again.We took him to the doctor today and have now been told he has bilaeral hydroceles... My question is , shouldn't the first surgery he had took care of this problem? and why is this occuring again?
