What Causes Recurring Rash And Patch On The Skin Around Eyes?

My wife keeps getting a rash on the skin around both eyes and a patch about 1/2 inch below right eye. The eyelids also are puffy. As best as I can determine, it seems to flare up worst during the winter season. Should she see an eye doctor or adermatologist?

I really appreciate your concern for your wife, it is better to see the ophthalmologist first on examination case would be decided whether to see the dermatologist or not, but this could be allergic condition would respond to anti-allergic condition, hope this information helps, take care.
