What Causes Recurring Red Blotches On Left Arm?

I occasionaly get red blotches on my left arm only. they range from a quarter inch to an inch in diameter but do not itch hurt or leave a bump but they do go away in about a week and leave a scar in fact enough to lift the ink from my tattoos; what could be causing this?

Red blotches on arm could be due to abnormalities of clotting factors.
I suggest you to get certain investigations related to clotting factors like complete blood counts with platelet count, peripheral blood smear examination, prothrombin time, activated partial thromboplastin time and thrombin time.
