What Causes Recurring Redness In Eyes With Swelling Around The Area?

My daughter, 29, has recurring eye symptoms. Red eye, with matter, and swollen eye and surrounding area. She has been to doctor 4 times, used drops twice that cleared it up, but it returned. and finally sending her to a specialist, an optometrist tomorrow. Any ideas on what this could be and is an optometrist the right doctor?

I think an ophthalmologist is a right doctor. I think this is possibly an allergic conjunctivitis judging by the symptoms and reoccurrence.
