What Causes Recurring Water Filled Blister Under Eye?

Several years ago I had a water filled what looked like a blister appear underneath my left eye. it eventually filled and water drained. It has since left a place that fills periodically with water. I can compress it to drain but it is the very tender area under the eye underneath the tear duct area. It is bigger than before. How can I dry up or make it go away for good?

It is acystic sac, might be conected to nasolacrimal duct. it is requered to be examined by eye doctor for local examination. After cnfirmation it can be surgicaly crrected or sealed.
