What Causes Recurring Welts On The Shins?

I have reoccurring welts on my shins and they will temporarily calm down and rise up again, so they nevery really go away. I have been told it is from dry skin and I have taken shots and have steroid creams. They simply keep reoccurring could it be food or environment.

The reoccurring of this lesion is possible if this is not being treated properly without the consultation of doctor, food and environment are nothing to take with this, in my opinion better to have a opinion from the skin specialist, take care.
