What Causes Red And Shiny Scalded Looking Skin And Swelling In Feet?

There is a lady I know that has bright red and shinny scalded looking skin on both of her ankles to her feet. They are swollen and red and she can't stand to bear weight on them. The doctor has put her on several different types of antibiotics- all of which are not helping...what could this be?
