What Causes Red Sores On Scrotum Of A Child?

My 1 year old has developed red sores on his scrotum. He didn t have them this morning. I put Desitin on them this afternoon and it irritated the area. I had to give him a bath to calm down his screaming. Then I put powder on them and he was fine. What could this be and how do I treat it?
