What Causes Red Spots On Legs?

Hi,i never give important to the fact about 2/3 years ago i find it some red spots on wenne i tach my legs,they look like hard and ball wenne i touch,if i do depilation and if i cut a little it will start blood and doesnt stop for 10min like, do u think is it bad,or something is not raight?

I really appreciate your concern, it could be some skin lesion may be nonspecific and it ought not to be cut, but for better diagnosis it is to be seen by dermatologist instead, it may not be bad but after the cut chances of infection could increase hope this information helps, take care.
