Hello and welcome to HCM,
A red rash on face and ears associated with running nose, fever and cough suggests a viral infection.
Viral infections are characterized by rash and fever.
Running nose and cough suggest an upper respiratory tract infection.
I suggest you to consult a pediatrician for clinical assessment, relevant investigations and thus management of the infection.

Thanks and take care
