What Causes Redness And Itching Above The Left Eyebrow?

I have had redness and itchiness in my left eyebrow for years. Now I have been losing my eyebrow hair and my left eye below has gotten a very itchy puffy redness that seems to get better one day and then is inflamed the next. Now I have it on both eyelids and they are more burning than itchy. My doctor thinks it could be related to low thyroid but I have low normal test results and am reluctant to go on medication for thyroid the rest of my life.
