What Causes Redness On Face And Neck, Bloodshot Eyes And Itching Feet?

Hello, my boyfriend is at work and has some symptoms that look like they may be serious. His face and neck are very red, bloodshot eyes, says the soles of his feet are itching, his upper lip is a little numb, his arms appear to be red as well but he has not checked the rest of his body. Do you have any suggestions on what could be the cause?
