What Causes Redness, Swelling And Itching In The Lower Leg?

My mom is 90. Her lower leg swells from CHF. One leg is red and warm in spots. It has reddish fluid in it that moves as she lays the leg down. The back of the leg is itching. I believe it is cellulitis, but will it be ok until tomorrow morning when we get to the urgent care clinic?
