What Causes Restricted Sideway Movement Of Fingers?

My son is not being able to move his long and ring finger of left hand sideways to open out his palm. He can however move them back and front. No other problem. NCT done - all okay. Only near elbow there is bundling of nerves doc says. Other than surgery what are options? He has been given some exercises by physiotherapist
