What Causes Runny Nose And Pressure In The Head?

My husband is having excess fluid drain from his nose when he bends over. He had extreme pressure in his head and pain across the back of neck. Have seen ENT, had ct scan done, allergy tests , light put up sinus but showing nothing. The only temp relief he gets is when he drains this excess fluid. Any suggestions on where to go next?
