What Causes Runny Nose, Sneezing And Watery Eyes?

I have had an intermittent runny nose and sneezing for about 6 months now. It is predominantly left sided but the right side runs too, about 10% as much as the left. My left eye waters inexplicably as well. I have never had allergies, but my mother and sister had significant airborne allergies. Over the counter allergy preparations have not helped nor has the steroid spray my doctor prescribed. Any suggestions?

I suggest using antihistamines such as Cetirizine 10 mg daily.
I also suggest to continue using steroid nasal spray for local application.
