What Causes Ruptured Veins Near The Anal Opening?

current problem seems to be ruptured veins bleeding near anal opening when slight straining to have bowel movement. Had hemmorid operation in Vietnam 10 years ago to remove large flower protuding outside anus when going to bathroom... successful for many years. Nothing protuding at the moment, but slight straining causes blood to squirt side of toilet bowl.
