What Causes Severe Diarrhea With Rashes On The Torso And Arms?

My son-in-law is 37. He has been experiencing frequent and serious diarrhea for more than a week. He also has developed a rash on his torso and arms. Finally, he has blister-like things on his palms. They are on a well. My daughter tested the water and it seems to be positive for e-coli. She has had the stomach issue but seems to be better. Their dog has just had a similar diarrhea episode with blood. All scary. Son-in-law went to an urgent care doctor yesterday who simply confirmed that he has a rash. Any ideas? Thank you very much
