Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.

The symptoms are not likely to be due to simply dry skin but appearing to be due to some allergic reaction.

So my suggestion is that he can try taking anti-allergics like Benadryl or Levocetirizine and see if it helps. He can also consult an immunologist and gets evaluated.

An allergy test can be done to rule out allergies. If an allergen is ruled out then avoiding exposure to it, and also if he gets exposure, taking anti-allergics will help. Also, for severe allergy symptoms immunotherapy can be advised.

Hope I have answered your query. Let me know if I can assist you further.

Dr. Honey Arora
