What Causes Severe Itchy Rashes All Over The Body Of An Elderly Person?

Trying to figure out what this rash could be on my grandmother s body. ALL OVER. It itches and is extremely painful. She has a hard time explaining how it feels. She has been prescribed steroids but it is not responding. No changes in medication of products that we know of. She is in an assisted living facility.
