What Causes Severe Neck Pain And Stiffness?

iam having severe pain in my neck and my neck is also very stiff, iam not able to eat anything nor do drink water, the problel has become so severe that i cant even touch my neck. i have consulted many doctors but no one is conducting a proper diagnosis..can any1 help me out.
