What Causes Severe Pain In Shoulders With Cramping In Arms?

I was in a car accident about 7 weeks ago and had an injury to my chest cartilage that is now resolved. About 2 weeks after the wreck I started having eally bad shoulder pain with cramping muscles in my arm and sometimes my fingers are tingly. I got an exray after the wreck that showed I had whiplash but the disc spaces were normal. Should I see a neck specialist since it has been so long?
