What Causes Severe Pain In The Lower Abdomen On The Right Side?

My husband has severe pain in his lower right quatrain, for over 2 months. Nothing takes the pain away. Hot packs, cold packs. He is on Norco. Which doesn t work. One doctor said he could feel a femoral hernia and the surgeon said he couldn t feel it. Now he is sick to his stomach. We have been to the ER 4 times. He has had CT scans, Xrays, Ultrasounds.
