What Causes Severe Recurrent Ear Infections For Which Prednisone And Nasal Sprays Are Not Helping?

I have had severe ear infections since October. I have been on numerous medications. Prednisone and nasal spray along with inhalers helped get rid of them. That lasts for about 2 weeks. Now its back hurting in the other ear. I have had tubes so many times they will not put them back in. Any suggestions.
