What Causes Severe Swelling In Face And On Head?

my neice had her hair pulled but it getting caught in a drill. Now she has blood under her skin that has caused tremdous facial swelling and also her whole head. It s mushy when you touch it. What is this called? Is it dangerous to not have it drained? They said that it s to think to drain right now. Can this cause any type of damage to her eye site?
