What Causes Severely Swollen Lips And Red Rashes In Arm From Shoulder To Elbow?

My 26 year old daughter has been to the doctor many times over the last few months for the same thing. Extreme swollen bottom lip and red rash the covers her arm from shoulder to elbow. they have given her creams, steroids and antibiotics. nothing seems to work and no seems to know whats going on. And by extreme swollen lip I mean lip 3 times larger than normal. Thank you for your time.

Dear- at this point she should have a complete allergy panel to evaluate the possible allergens that are giving this recurrent reactions. It could be environmental or related to food.
