What Causes Shortness Of Breath While Suffering From Leaky Heart Valve?

My mother, age 96, has been diagnosed with a leaky heart valve, actually two valves. One worse than the other. Surgery is out of the question because of her age. She is very short of breath. She also has Congestive Heart Failure. What is your opinion on how long she can live with this problem?

The life expectancy period depends on a lot of criteria and medications she is taking.
The life expectancy of congestive heart failure is about 5 years.
Yet I am unable to determine it correctly because it varies in many ways.
