What Causes Shoulder And Neck Swelling Intermittently?

I am experiencing rapid swelling on my shoulders and neck above the clavicle in connection with having panic attacks. It's very odd - starts with a hot flash and then the soft tissue poufs out - not extreme but enough to notice. It's scary, comes and goes. What could this be?
