What Causes Skin Colored Bumps All Over The Penis?

I have small skin coloured bumps all over my penis head and I also have them on my shaft and skin around my balls and I can pop the ones around my balls they are like acne and white substance comes out exactly like acne when I pop them, I m 23 and had them since I was 16 and before I ever had sex I just want to know a treatment and what the bumps are
