What Causes Skin Tags Outside The Vagina?

this is hard to explain but il giv it a go. where my vagina whole is they is skin just on out side ( seperate from inner lips) it is moist sort of skin it isnt sore when touched not itchy or anything like that. is this moist sort of skin around outside of vagina whole normal?
