What Causes Slight Wheezing With A High Blood Cell Count?

My daughter age is 8 year completed. She is around 17 kg weight, she is lean body and very active girl. She had minor wheezing problem. other wise very active no problems . But her WBC is always around 14000 to 15000 . Doctors say no problems. Can you tell me why the blood cells are high?.
