What Causes Small Black Dots In The Vaginal Area?

I just discovered some black spots in my vaginal area. One is larger and almost appears to be blood filled. The others are about the size of the end of a pencil tip. What could this be? I've had to wear pads because of a bad cough I've had recently which made me urinate on myself ocassionally. Could the wearing of these cause this?
