What Causes Small Bumps On The Labia Majora?

Hi yesterday I noticed a few small bumps that look like cold sores on my right labia majora only in a small part , there s no pain at all just some itching and today after going to e.r to check it out they told me it s genital herpes but as I got home took a look they seem to be going away and i just feel the itch. I got tested last moth for all STD S and the results were all negative. Is there any chance that I have maybe fungal infection of some sort and not herpes like they said
