What Causes Small Cluster Of Itchy Red Bumps On Rib Cage?

I have a small cluster of itchy red bumps on my rib cage. They look like little blisters. These bumps occurred a few months ago, I treated it as if it was poison ivy. After a couple weeks it finally went away but these bumps just came back last night, same spot as last time. What is it?
