What Causes Small Hard White Lump On The Forearm?

I have a very small, hard, pointy, white bump on my lower forearm. It is not painful, but the skin immediately around it is red. It is very tiny. smaller than the diameter of a needle and only about as tall as the thickness of a dime. I have done some research and no one else seems to have this. The only thing I can come up with is a cutaneous horn. However, I am only 20.

I really appreciate your concern, wait for some time if this is the infection then it will increase the swelling may form the pus and if it is not the infection the soon it will be vanished, just wait and watch and no need to worry about this, hope this information helps.
