Welcome to Health care magic.

1.The possible cause could be dilated venous channel which need to be assessed.
2.An doppler study of penis will help to see the status of the blood supply.
3.At the same time ultrasound / doppler study helps to assess the nature of the lesion, its source and extensions.
4.Other possible cause could be localised skin infection causing above symptoms - which needs a course of antibiotics.
5.Maintain local hygiene, do not scratch or press the area, clean with antiseptic liquid that will help to heal quicker.

Hope it helps you. Wish you a good health.
