What Causes Sporadic Numbness And Tingling In The Leg?

i have syrangomyelia, i believe that i have a rash caused by it, and i have sporatic numbness and tingling in my left leg. i also have spina bifida occulta in my t1 t2 c3 and c4 vertebrae. my 3 lower vertebrae also suffer from moderate degenerative arthritis. i am only 20 years old. what can i do to ease the pain, and can i get surgery to help?
