What Causes Spotting Instead Of Menstruation?

hi i was suppose to get my period in the 15 but i started spotting partically nothing and it stoped that day few passed by and again spotted for a little partically nothing an stopped an again the same thing an now it has started again it going to be 3wks already with this same process
