My son is 39 months today ,he doesnt speak well ,he repeats and learns the words which i teach him but doesnt form sentences,and when he speak fast he stammers,and uses a lot of non verbal communication to express what he is saying,at home we use a different language and outside it is a different one

I really appreciate your concern, it is just nothing to worry because some children are bit late in this way but this is nothing to worry it may not be anything wrong but this is the slow mile stone hope this information helps.
