What Causes Stretch Marks And Discoloration Below The Spine?

my thirteen year old daughter has an 11 cm horizontal stretch mark across her spine and below this her spine is very dry and discoloured and two new marks seem to be developing. She is of a slight build. Might this be anything other than simply stretch marks?
