What Causes Sudden Decrease In Glucose Levels?

Yesterday my father had sudden decrease in glucose levels. He screamed and jumped and acted confused and we checked glucose levels and they were low at 28. So we gave him ice cream and chocolate and took him to doctor immediately. What do you think is problem and which doctor shall we take him? Is Neurologist a right person to take?
