What Causes Sudden Elevation In BP Level And Heartbeat?

Hi, my wife is now in the Philippines, right at arrival she felt shortness of breath due to hot weather, and a feeling of passing out if she cannot get to a cool air-conned place. It s +35C there now. She has blood pressure and beta-blocker medication, on the day of arrival the blood pressure had climbed to 200/104 and heartbeat around 100. Can this anyway be symptoms of COPD? Because i read that blood pressure should be lower in hot weather. She is 41 years old

Not symptoms of COPS but she needs to be seen by a doctor because it's obvious that the blood pressure medications she's on right now are insufficient
